Supervisor for Drug Rehabilitation Community Employment (CE) Scheme
Description: U-Casadh Ltd provides a community based support and mentoring programme that addresses the needs of marginalised people with priority on substance misuse issues and ex-prisoners, people who are in recovery and/or at risk of further criminal involvement arising from their behavior and personal circumstances.
This specialized CE Scheme Supervisor position will enhance the current work of the on-going CE ‘Drug Rehabilitation’ CE Scheme through day-to-day support and supervision of activities, interagency collaborations and programmes. The supervisor will have a strong role in improving social and health supports while working toward pre-employment & employment processes and delivery of strategic plans and programs to develop progression routes to further education, employment and enterprise.
Location/Project Base: Solas Building, Belmont Park, Ferrybank, Waterford.
Reporting to: CEO on behalf of U-Casadh Ltd
Salary: Point 1 of Department of Social Protection CE Scheme Supervisors scale €33,259.72 (Point 1) up to €40,170.00 (Point 4) pro rata/per annum Hours: 5 day – 39 hrs (flexibility required - some Saturdays/evenings if needed)
Duration: Contract from commencement date to 02/03/18 with 6 months probationary period – subject to satisfactory performance
Community Employment is an employment program to support long-term unemployed people to re-enter the active workforce by breaking their experience of unemployment through a return to work routine. The program assists people to develop both their technical and personal skills and so enhance their skills to access employment – engagement with learning and work placement/employment skills. The objectives of a ‘Drug Rehabilitation’ scheme are complex and require understanding/knowledge of the post and the strong social and health supports necessary to create the desired success in a scheme of this nature.
U-Casadh Ltd recruitment and selection policy will apply including a 6 months probationary period.

Role of Supervisor
The role of the CE Supervisor, under the direction of the CE Sponsoring Organisation, is to support recovering drug rehabilitation participants to develop their personal, social and work related skills to enable them to participate fully in community and working life.
The key duties include:
Ensure the provision of an efficient financial and accounting system in line with CE corporate governance requirements as directed by U-Casadh Ltd.
Ensure financial returns i.e. wages claims, materials claims and participant development grant claims meet the standard as laid down by the DSP
Ensure the implementation of systems controlling the operation of all finances e.g. cheque payments book, petty cash system, debtors, creditors and participant’s payroll as directed
Ensure prompt and accurate payment of participant allowances
Manage an effective time keeping record system for participants on the scheme
Liaise with the local DSP office/HEO as required
Liaise with all other relevant agencies/service supports to maintain participant stability and enhance participant’s employability
Training & Development
Carry out an identification of learner needs including compensatory education for each participant as part of the Individual Learner Plan (ILP) process
Liaise with addiction services to ensure alignment of the ILP with individuals care plans
Identify appropriate training providers and source/coordinate cost effective training/development opportunities in line with DSP procurement guidelines
Prepare an ILP for each participant for submission to the DSP
Provide access to vocational training and recognized qualifications
Maintain/update training records for each participant as part of their ILP
Monitor and review training inputs with all participants
Implement the CE recruitment process as put in place by DSP
Plan and coordinate the induction process and ensure contracts of employment are in place
Communicate effectively through one to one and group sessions with all participants
Develop a mutual understanding with participants in relation to their needs for rehabilitation and recovery/ongoing treatment interventions
Work with participants to develop longer-term career and progression plans
Address disciplinary matters with participants in accordance with the CE procedures manual and in accordance with U Casadh Company Limited’s written disciplinary procedures
Develop an exit plan for each participant/ Report on participants for up to 4 months on exit from CE
Manage the staff resources of the CE Scheme
Engage in staff training and development
Ensure a safe and healthy environment, both in terms of facilities and work practices
Ensure Health and Safety Legislation is fully implemented
Ensure work experience placements are in line with the CE application and participants ILP’s
Ensure that the scheme is compliant in financial, programme & training monitoring requirements
Carry out all other function relevant to the position of Community Employment Supervisor as indicated/prescribed by the DSP Community Employment procedures manual and/or by U-Casadh Limited
Key Competencies required: Essential
Knowledge of Post
Solid understanding of the role as it pertains to project management/programme delivery for people in recovery who present as long-term unemployed/vulnerable adults
Knowledge of addiction and rehabilitation support services
Demonstrate understanding of the range of programmes and courses available to the client group
Work Experience :
Previous supervisory and people management experience relevant to the post (3 years minimum); and
Previous experience in Administration, Project Management and/or training or other relevant positions; and
Experience of addiction issues and working with service users towards rehabilitation
Major Award at 3rd Level (NFQ Level 6 or higher) in Business/Financial Administration, Training, Human Resources, Project management or a related discipline
ICT skills essential (e.g. MS Office)
Excellent communication (interpersonal and intrapersonal) skills
Excellent networking/liaising with other agencies and employers
Excellent administration, planning and organising skills
Excellent decision-making skills
Ability to lead, delegate and work as part of a team
Ability to be innovative and initiate new approaches to support access to relevant supports

Supervisor - U-Casadh Community Employment Scheme (1 Position)
Description: The supervisor will have a strong role in developing labour market focused training, source and monitor placement opportunities, liaise with employers directly and adhere to the Community Employment Scheme Guidelines. The key duties include: Identify employment progression route training needs with each participant on the project as part of the Individual Learner Plan process. Agree training and source cost effective training/development opportunities to meet the needs identified - deliver training where possible Prepare an Individual Learning Plan for each participant for submission to DSP within the agreed time frame.Develop links with local employers to address barriers and perceptions of the client group; Create job sampling opportunities for the participants; Ensure that all participants have or obtain the required training e.g Health & Safety to work in a safe manner and to deliver work of a high standard. Supervisor must be competent to oversee all aspects of the project.
